App won't show up unless the service provider is called?

This is a bit of a saga, but I'll try to keep it concise. One of my friends works at a grocery store that has an app for coupons, deals, etc.

Apparently, over the course of the last half year, the app has been having problems showing up on app stores, apple stores, play stores - all of them. People who get new phones wouldn't get the app transferred and new people can't get it either. The owners of the store (older, not very tech literate according to my friend) were finally able to get ahold of them after weeks of not returning calls. They were told that the app would be fixed and a week or so later, they were told that "everything is running on our end, so the customers will have to contact their service providers to push the app through".

I know, right? A total bunch of baloney.

Naturally, nobody wants to go through the hassle of calling their provider, but it's really been aggravating for my friend because she's been getting passive aggressive "no I still don't have the app" comments from customers who lost it for several weeks now.

I don't have Apple and nobody in my family does nor do any of my friends, and it's the same story for the store owners. I really think they're being scammed, because the app doesn't show up for me (Google Pixel) or my family (Samsung Android) on the store. So, for you Apple users, does this happen often for apps? Can Apple be contacted (or at least get far enough in the call line) if there is no ID number?

Tl;dr: an app provider is either scamming a business or they're horrible at their job, and I don't know enough about apps or Apple to know for sure.
