good deal na ba 500 pesos rakk lam-ang lite but with a broken volume wheel?

Im new to mechanical keyboards and saw a listing in fb of a Rakk Lam-ang Lite for 700php. The volume wheel is off and probably not functional. Its also visibly stocked for a while and I got them to lower the price to 500. Should i buy it or not? If yes any tips on what to check before buying? Thank you!
