Trying to identify new behavior

A bit of background on myself before I go in to this. Ive been rescuing mostly doves for about 8ish years. Katir is the first pigeon I have 1. Ever raised from a fledgling, and 2. Not rescued as he was a gift from another rescuer.

Katir is definitely the strangest bird I have ever had the pleasure of caring for, he's just about reached the 8 month mark and it shows. He's a very affectionate little man however hands have usually always been the bane of his existence even as he observes me bonding with other members of the flock that enjoy being squished for lack of a better term. But in the past day or so, he's started greeting me in the mornings by doing this to my entire hand until he's happy, then moves on with his life or sifts through my hair. Maybe this is a normal pigeon thing ive yet to see, or just one of his many odd quirks like his obsession with people who have curly hair and vendetta against my dogs tail.
