Motorola says device ineligible but the setting to unlock bootloader is ticked

Any way around this or has motorola changed their policy, or a website glitch?

OEM unlocking available in settings but Motorola says device ineligible?

I'm trying to install a custom rom, did everything like I'm supposed to but Motorola website tells me device ineligible despite it being carrier unlocked AND the option is available in developer settings...

Any ideas?

For reference the model is XT2405V
