Just send them a nuke. While it is a bad idea in many eyes, if they send them a nuke, we eliminate the cycle of claiming they are getting close every few years. Basically they say yes we have nuclear capability, now you know, so stay the hell out. If NK really sees them as an ally they can stop the constant bullying based on possibility and create security for Iran based on certainty.
