High CPU usage (99%) and low GPU usage (26%) in Minecraft Bedrock (Vanilla) with an i5-12400F and RTX 3060

Hey everyone,
I'm experiencing a massive bottleneck while playing Minecraft Bedrock Edition (completely vanilla, no mods or shaders). My CPU usage spikes up to 99%, while my GPU stays sitting around 26%. Because of this, my frames are dropping heavily, sometimes dipping as low as 30 FPS.
I’ve already tried disabling VSync, setting the framerate limit to unlimited, and lowering almost all in-game settings to "Low," but nothing seems to help.
Here are my PC specs:
CPU: Intel Core i5-12400F
GPU: NVIDIA GeForce RTX 3060 12GB
RAM: 16GB DDR4 XPG
Storage: Samsung 512GB SSD (with around 170GB of free space)
PSU: 650W Bronze
With these specs, I definitely shouldn't be getting 30 FPS on Bedrock. Does anyone know what I might be doing wrong or how to fix this high CPU usage? Thanks in advance!

شباب اشتريت يوبي اس جديد 2000va للبيسي مالتي هوة يشتغل طبيعي عل كهرباء والبطارية يعني يشغل البيسي والشاشة ويطول هواي هسة طفت كهرباء واجتي مولدة كلشي يبقى مشتغل بس البيسي يدخل بحاله مايقبل يسوي boot يعني ال rgb مال الرامات مشتغله بس الجهاز ماجاي يشتغل جربت جم شغله هم ماصار شنو الحل والله موتتني الكهرباء صارلي شهر من جايبه للبيسي ولا يوم تهنيت بيه

Guys, I just bought a new 2000VA UPS for my PC. It works perfectly fine on mains power and on battery mode (it keeps the PC and monitor running for a long time).
However, I’m facing a weird issue: when the city power goes out and the generator (Mowlida) kicks in, everything stays on, but the PC enters a state where it won't boot. The RAM RGB stays lit, but the system doesn't actually start up.
I’ve tried a few things, but nothing worked. Any solutions? Honestly, the power issues are driving me crazy—I've had this PC for a month now and haven't been able to enjoy it for a single day
