Any time I take the divine empire event my economy gets crippled for some reason

First image is before, second is after. as you can see in the first image, my economy is fine (ish) and I haven't made my empress the divine ruler. My authority and ethics are also identical to what they would be if I take the event. The second image shows the result of saying yes, my economy is crippled yet no part of my government has changed. what's happening?
