Here's a video showing what's happening. Every time I turn on the computer, all the keyboard lights up, but there's no video output and the peripherals don't work (the mouse light doesn't appear, as if the computer were off). To get it to turn on, I have to turn it off and on again, then everything goes back to normal. What could be the problem?

Laptop is a Acer Helios Neo 16.
