What do you think would've happened if they intervened while he was being choked would saburo have them killed? Would they be shown mercy for saving him?

The NCPD assaults in progress are usually targeted at gangs but sometimes you'll be sent after arasaka, millitech and kang tao this confuses me a little but as i thought the police were basically corpo puppets and corps were above the law?
