Will upgrading RAM fix (or reduce) stuttering?

I'd appreciate it if you take a little bit of your time to read all this.

I have an I5-13420H CPU, and 16 GB DDR4 RAM. While playing rust, my CPU is at 99% all the time, and the RAM ranges from 99% to 87% over time.

Looking at the task manager, the RAM commited is almost double than the RAM I have installed, and thus, a large amount of memory paging is happening.

As for the stutters, I am not sure if it is my slow CPU, or due to the paging, that every once in a while, I am getting late input. I press a key and release it, but my character keeps moving in the direction for a second, and the other keys register after that. This usually fix within 5 seconds and doesn't happen too frequently, yet it's still an issue that has made me fall off a cliff or cargo or running into turrets.

Another issue is that my game freezes (still not too frequently, but it happens) and either it fixes by itself within a few seconds or I just alt f4 and restart the game. I am also having difficulty alt-tabbing, as it is very slow.

Now the question is - is it worth upgrading my RAM to 32 GB? Or this is all because of my CPU?

Rust is not the only reason I am upgrading the RAM, but it forms 90% of why I wish to upgrade it.
