Mosquito control solutions for yards with very little foliage?

I have a few clients with wide open yards where there isn’t much foliage to spray. As you can imagine, it can be quite frustrating when someone calls a few days after treatment and requests I come back because they’re still getting bitten (sometimes they threaten to cancel service). I always empty standing water or treat it with larvicide, and I obviously can’t go onto a neighbor’s property to see if issues are coming from there. My company’s policy is to never spray grass for mosquitoes as well. I’m at a loss of how to rectify the issue when I’ve eliminated breeding grounds and sprayed everything I can.

Bifenthrin is the primary chemical sprayed. Onslaught Fastcap with a growth regulator is sometimes used if the problem is severe enough.
