I apologize for the poor photo, I was trying to be sneaky when I took it. This is looking up just behind the front bumper on a 1998 ford f-150 with 250+K miles with the 4.6L triton V8. It's not dripping, so I'm wondering if anyone has any insight on why these two hoses look so goopy. Thank you in advance!

This is from a 1998 Ford F-150 with over 250k miles. I'm hoping for a little insight on the frame rust situation. It's a 28 year old vehicle, so I'm more curious to know it it's safe and not going to be a much larger headache in the NEAR-ish future. Thanks in advance!
