How long does it take for the league of non-aligned Powers to form?

So a war in heaven just started between two awakened fallen empires, and when it triggered I picked the option to "destroy both of the empires". A few years have passed since then, but nothing happened. I haven't yet received the proposition to become the leader of the league of non-aligned powers and it hasn't been formed by anyone else. The wiki says "Shortly after the War in Heaven starts, the League of Non-Aligned Powers, a federation for empires wishing to remain independent, may form", but this is quite vague, and I'm wondering if it's just bugged because I had a truce with one of the empires when the war started (although the truce ended with the event). Does anyone know how long it's supposed to take? A MTTH? A tag or timer I could try to find in the game file?

Is everything brilliant nowadays?

(There was a pawn there) I've been seeing a bajillion posts asking why their move was brilliant when the engine awarded them a brilliant after hanging a piece. Now I play a move labelled as brilliant, but it seems to be the most basic tactic. Do you think brilliants have any meaning?

In this position, it tells me that my move is good because it puts my bishop on an outpost. That's just incorrect, it's a good move because it traps white's rook. I'm wondering about this because I just returned on chesscom after 5 years and this wasn't there before, and I want to know what the people using chesscom think of it.
