Golden Demoman is a ploy to get people to buy evolved towers.
Before this dude was added, every gold tower was viable in some way. Now, however, there's always a pesky chance that you'll get this worthless piece of shit. Who wants to spend hours grinding for a golden crate just for a chance of getting this dude, when they could instead grind hardcore and get a guaranteed chance for a good, evolved tower?
Gold Demoman was implemented to deter potential golden crate buyers and drive them to the new content instead.
