Shared HACCP controled kitchen to "rent"?

Hi everyone, My partner and I are currently trying to launch a small beverage brand in Luxembourg, and we’re honestly hitting a wall when it comes to production.

The main issue isn’t the product or demand it’s finding access to a HACCP-compliant kitchen or production space that’s actually adapted to small startups. Everything seems either:

  • not compliant
  • not available for sharing
  • or way too expensive for something we’d only use a few times per month

It feels like the system is set up for either:

  • large, established companies
  • or farmers with existing infrastructure with much less controls

…but not for small independent normal working people starting a brands

Between PAG/zoning rules, sanitary requirements, and horrendous space prices, starting small-scale food production here feels almost impossible without a big budget.

So I’m curious:

  • Has anyone here managed to start a food or beverage business in Luxembourg?
  • How did you solve the production space problem?
  • Are there shared kitchens, hidden options, or other solutions people are using?

Also happy to connect with others dealing with the same challenges feels like there must be quite a few of us.
