I keep getting billed from FedEx after purchasing international even though I already paid $35 shipping. Now a bill from FedEx for $21. Has this happened to anyone

I purchased Cindella IV thinking it was something to use topically or even for mesotherapy but it looks like it's shocker for an IV. I am not doing that so what Are my options on what to do with it? Microneedle with it?
