We have a new build with a septic tank and leach field. We have been in the house 9 months. The leach field has been constantly pooling water at the surface. It should be built to accomodate 5 people living in our house and there is only 2 of us living here. Our water usage is average. We had a perc test and permitting done prior to install.

The subcontractor said our riser was too low and letting rainwater in causing it to overburden the system. He raised the riser a few inches and regraded dirt around it to divert water.

We waited. No changes.

He came back and spread a foot of black dirt over the entire area and regraded.

We waited. No changes.

He stated there is an underground spring (no evidence of this) and the county was out there with him and they agreed a french drain between the riser and the leach field so he dug that out and installed it.

It has been a few weeks and it is still pooling water on the surface and the end of that french drain is dry.

Our builder asked a 3rd party who never came out to our property but said it is because "the freshly dug dirt at the ends of the laterals are percolating up until they fully saturate and settle."

I know the builder is trying to weasle out of this and they want to saddle me with the costs of all the extra shit they have done despite none of it working.

Was hoping to hear from any experts on their thoughts as to why this is happening and any suggested next steps and if it is normal for this (leach field surfacing water for 9 months despite all this extra work being done) to be happening. My first time having to deal with septic tank so maybe I am just clueless and this is normal but so far the county told me "ya, it's not supposed to do that" then shrugs their shoulders
