I'm decently high ranked and have been playing Pokemon for years, so usually I understand why things happen in a battle. But this one stumped me. I wish I had a video but there were more than 30 seconds that occurred while we were deciding on our moves.

My team had a Garchomp (holding a White Herb) and a Mega Floette on the field. The enemy only had a Duraludon on the field (Pelipper had just fainted), until they sent in their Mega Manectric, who then activated Intimidate. The White Herb did not activate, so Garchomp's attack was lowered. Then, Manectric moved first the following turn and used Snarl which did activate it. Does anyone have an idea why this would have happened?
