Help with a Melee/Sniper Ghoul Character
Hello everyone, sorry for the repost but the last time the posst was lost in the subreddit and I still need advice, lol.
I'm starting a new fallout2d20 campaign and I wanted to make a hybrid melee/sniper build centered around the theme of sneaking around and killing targets both from a distance and up close. As of now I thought about this build, is there any way I can improve it, or should I just start again from scratch?

Tag skills: Survival (because of ghoul origin), Small Guns, Lockpick and Sneak.

Lv 4: Covert Operator
Lv 5: Intense Training (+1 AGI)
Lv 6: Rifleman 2
Lv 7: Mr. Sandman
Lv 8: Tag! (Melee Weapons)
Lv 9: Ninja
Lv 10: Ghost
Lv 11: Intense Training (+1 STR)
Lv 12: Action Boy
Lv 13: Intense Training (+1 STR)
Lv 14: Adrenalin Rush
Lv 15: Blitz 1
Lv 16: Escape Artist
Lv 17: Intense Training (+1 STR)
Lv 18: Steady Aim
Lv 19: Intense Training (+1 AGI)
Lv 20: Gun-Fu
Also, what should I go for as main weapons? I was thinking of the classic combat knife and hunting rifle, since my GM uses Wanderer's Guide and we get access to more powerful mods. Are my choices good or should I change?
