Tenant Pays Partial Rent Due To Property Damage

I rent out my three family house. Two month ago the tenant that lives on the first floor said there was a leak coming from the tenant on the second floor. The leak caused water damage to the tenants room on the first floor. The water damage caused the paint on the walls to peal. I cleaned up the water in tenants room for them and apologized for the issue. The same day I had a repair person come and fix the leak in the second floor, but the repair person said it would take at least 2-3 days for the tenants walls to dry completely before he can repaint the walls so the repair person said he would come back in 7 days to fix the tenants room. The repair person came back 7 days later to plaster, seal, and paint the room. When paying the rent last month the tenant stated they were holding back $100 from the rent due to the inconvenience. The tenant was unhappy that their bathroom was not fixed within 3 days and felt the repair person kept delaying the job and took too long to complete the job.

Who was wrong in this situation? Is there anything else I could have done to make the situation better?

Tenant Withholds Part of Rent Due to Property Damage

I need advice from the community:
