A/C service on a '17 Foz - Normal to diagnose by doing an A/C recharge before they look at anything else?

Dropped in to a dealership to get my AC looked at. They said their diagnosis process is to recharge the AC first, then look for leaks. And they want 205$ for it. Is it normal to go right to charging me 200 bucks without even popping the hood first? I assumed they'd at least turn the car on to check that the compressor was functional. I would appreciate any advice.
