VR&E Counselor Refusing EAA Payments

I just finished my master's degree through the VR&E program and was moved to job-ready status by my counselor. I was told to submit a job log to my counselor a month later, listing at least 5 positions applied for, to be eligible for Employment Adjustment Allowance (EAA) payments. I am still searching for jobs but have been unsuccessful. Today, I let him know that I have been accepted into a part-time MBA program in the fall and will use my remaining post-9/11 benefits to fund this degree. He immediately responded that he would close my case and not authorize EAA payments because EAA payments cannot be paid when a Veteran is utilizing post-9/11 benefits. This is untrue. If I were to receive EAA payments, I would receive them in mid-June and mid-July. Mind you, I do not start school until September, so I do not understand how I will use post-9/11 benefits and receive EAA payments concurrently.

How should I go about this issue? Do you all think it's worth escalating? I would like to hear your opinion.
