Which high elf LL and or normal lord/heros buff sea creatures the most?

My daughter and i are playing a campaign, her as gorrok and me as teclis. Its turn 20ish and skulltaker is ravaging lustria, itza is down to 2 cities left barely holding on. It took me 6 turns to arrive, skulltakers like lvl 25. Soon as i get there rakarth declares on us and he owns the whole southern tip. Need memes to send her.
