The end of an ooc era

Deku gains everything in Minato's bag, including the Rasengan against a Shigaraki with mastery over Itachi's Sharingan Abilities.

Shigaraki can't Genjutsu Diff otherwise the fight would be boring. But he can use things like Amaterasu and Susanoo.

Round 1: Not Bloodlusted

Round 2: Bloodlusted and willing to kill (this rule moreso applies to Deku since Shigaraki always goes for a lethal blow)

The fight takes place in an empty city.
