Debating whether if I should repair/upgrade or grab a cheap new one

For context I’m 6’1 and weigh 92 kg, I need a bike only for cardio and medium intense riding on a combination of asphalt and typical Indian roads. Thing is I’m on a budget and what’s ideal for me ? (Also it’s a really old bike )
