I would appreciate help troubleshooting rules

I'm a delegate in Outlook for a person with a high-volume inbox, and all of their emails also hit my inbox.

My first rule moves all of those emails to a new subfolder. My second rule further moves any meeting responses to a folder titled Responses with the key words being Accepted, Declined, and Tentative.

The first rule works but the second does not even though it's​​​ a near copy of the first that pulls emails using the x-ms-exchange rule loop from the email header.

Is my first rule canceling out the second, or do I need to sort these a different way? ​​
