Insulating modern basement that’s already studded out?

I bought a house here in Georgia that’s poured concrete on three sides with a walk out fourth side. It was built in ‘08 and the build book from the original build says that there’s a vapor barrier outside the concrete. The basement is also fully studded, and just not finished.

My plan was to use fiberglass insulation between the studs and then drywall, but everywhere I read says that they should have put foam and vapor barrier on the inside? Does that apply to this basement construction type?

The basement stays between 68 and 72 year round anyways so insulation is mostly for sound but I also don’t want to create mold problem. I also don’t have unlimited money to do everything under the moon - I’m trying to finish it myself for budget reasons not because it’s my hobby after all.

What’s my best approach here with being budget conscious in mind?
