These are mainly designed for modern. Rarities are flexible. Originally I was going to rebalance some pauper cards from the modern horzions sets, but since there are so many I want to do, I'll leave that to a separate post.

Trying to get them to declare war on me so I don't have to deal with warmonger penalties. I have troops surrounding their borders. "They're just passing by".

I have no idea how this triggered. I was just playing in the practice range, and now the camera has thrown a fit. Swapping character fixes the issue.
