VMCAS "complete" - with or without letters?
Update:
- Took a few hours for status to turn from "received" to "completed" (didn't do anything on my part). So seemed to be a system lag?
- Verified after 1.5 days. Not all three letters were in by the time verification happened.
- TLDR: for verification, three letters need to be requested, but not all three need to be received.

I was under the impression that you just need to have requested 3 letters, not received all 3 letters, before your application can go into verification (assuming all transcripts have been received). I thought so because this page says:
"Completing Your Application
Your application must be considered "complete" to be placed in line for verification. In general, an application is complete when:
- All official transcripts are posted to your application and appear in the Statuses section with the date they were received.
- At least 3 of your recommendations were requested and listed under Recommendations.
"
I requested 3 and they are all listed under Recommendations. I went ahead and submitted some of my programs, expecting that my transcripts will go into verification while I work on some other supplemental essays. I wanted to get verified early in case one of my school's transcript gives me trouble (weird unit system with no clear conversion guideline). Was shocked to see the status not turning into "complete."
Digging a bit more, apparently, somewhere on that same page VMCAS also says, "Please note, however, that we will not review your application until all of your transcripts, payments, and recommendations are received." Like, what the hell!? They are charging so much money and can't even be consistent on such an important thing? Please tell me I'm not tripping here..?
