I have a big problem with my Windows 11 laptop. I am resetting it and it keeps on turning on and off restarting. How do I stop this or go into windows and stop this from the boot up screen?

My laptop keeps restarting over and over during windows reset this pc option. It's stuck at 64% and keeps restarting during the reset process is this normal? Is there any way to fix this problem?
