what’s the actual first step when building a PC for the first time?

i’m planning my first PC build and i thought the first step would be “pick parts,” but now i’m realizing there’s way more to think about before that, some people say start with your budget, others say pick the GPU first, some say decide your monitor resolution first, and now i feel stuck before i’ve even started.

i mostly want a setup for gaming, everyday use, and maybe a little multitasking, but i’m worried about wasting money on the wrong parts or building something i’ll regret later.

for people who’ve already built PCs, what do you think beginners should focus on FIRST before buying anything? and what’s the biggest mistake people make early in the planning stage?
