Can I submit a lay statement from a previous supervisor who does not work at the company anymore ? Will the Va even bother with it ?

I am going to try one more time for an increase for migraines, although this was a few years back that i had filed for an increase, i am just now seeing my DBQ from that exam, is there any reason that yall can see why they did not grant me the increase? Im at 30% for migraines.
