Windows 11 clean install getting stuck (42%)

Hi all, some help would be greatly appreciated, I've tried googling this issue but seem to hit a few threads that solutions don't seem to work for me.

I switched to Linux a while ago but having performance issue in Forza Horizon 6 so wanted to clean install windows back on a second drive. Had a memory stick with windows 11 install on it that has worked many times in the past. So tried that and hit an issue of the install getting stuck at 42%. So I tried media creation tool and put a new iso on it. Again stuck at 42%. Used diskpart in the windows installer to clean the drive, same issue. Tried 3 different memory sticks. Same problem.

Then thought maybe the drive is bad, tried a different drive, again 42%. Then tried my main SSD, same issue. So 3 drives, 3 memory sticks and portable SSD as installers. Tried via media creation tool and rufus.

Saw something online about WiFi and Bluetooth causing this issue. Removed my pcie network card and ethernet. Reset bios, removed all usb devices and tried different ports. Just gets stuck at 42%. Used all default languages.

Tried each ram stick independently and different ports.

Gave up and put Fedora 44 KDE back on, installed fine and games run fine. Checked health of all ssds, ram seems okay too, tested all USB ports and all work.

Anyone think of anything else I can try? Hoping its not a CPU issue.
