Is submarine surveillance preparation time bugged?
I have special upgrade to reduce preparation and cooldown by 20%, 2 mounted flags, captain skill to reduce consumable cooldowns and preparation.
When I hover the mouse on my submarine surveillance icon, it says 191s preparation, and at the same time, the timer tickets from 5:30, which is 330s preparation.
Is this a bug?
