EDIT: Looking at the comments, I feel the need to clarify a few things.

Weighted would only affect the first cards you draw in combat BEFORE you do anything. If you play any cards that draw cards on the first turn, you can still draw the weighted card.

Making it specifically the last card of the draw pile would make the game too predictable. It would have synergy with Grand Finale and about nothing else.

The implied idea for this enchantment was that it was extra assurance the first turn could be used for setup. Cards such as Knife Trap, Voltaic, Flak Cannon and Melancholy are usually not handy on turn one.
