theory on the wow! signal

Hi! I'm not an astrophysics expert, just an astrophysics student, so excuse me if this question is "dumb"

For the WOW! signal the researcher found while working at a lab in Ohio, it's said that the signal was caught near Sagittarius A*. Since black holes are notorious for bending time in certain ways, is it possible that the researcher was at the right place, at the right time to hear that signal before time separated the two? Does this make sense at all?

I'm always interested in learning the actual reasons to why I could be wrong, so please don't be mean, educate me :))

on-campus housing

be straight with me, I haven't applied for on-campus or off campus housing yet and it's may. I KNOW IT'S BAD. I KNOW. I didn't have the funds since i didn't have a job to pay commitments and deposits, but I managed to finesse my way into work study and was promoted from work-study to employee, so I can now pay whatever. How grueling is this process going to be for me, how hard is it to find a roommate, and how hard is it to find on-campus housing? I know off-campus is better, but I have no credit and no co-signer, nor do I get paid enough to pay deposits and be able to give them security deposits, 3 month rent, and proof of income to afford the place (i'm literally getting paid 13/hour and the only reason I'm making enough to afford deposits is because I'm secretly working 10 extra hours and hoping nobody notices.
