There Is A Light That Never Goes Out

If anyone can point me in the right direction on this I would appreciate it.

Got my 2004 Crown Victoria P73 two months ago, and it needs a bunch of little things fixed. One of them was the fact that no lights come on when the door is opened. Totally dark. No footwell lights, no dome light.

I found that the 194 bulbs in the footwell were burned out, so I replaced them both. The problem is that they don't turn off now. Whether a door is open or if they are all closed, whether the car is on or off. I turn the car on and start driving, the lights stay on the whole time.

When I park the car and turn it off, eventually these footwell lights turn off after 10 full minutes.

I have to suspect that the previous owner monkeyed with something. This theory is supported by the fact that the aftermarket radio does a complete reset every time I turn the car off - turn the car back on, and the radio's digital screen is asking if I want ENG or SPH and starts doing its little "demo" scroll.

Also, shouldn't the dome lights come on when the door is opened? Or was a P73 model too basic for that?

Any insights would be appreciated.

I bought this 2004 Crown Victoria about two months ago, 151k miles, seller claimed he changed oil very recently. Upon closer inspection, I see all these strange numbers scrawled on the filter. Looks like 2 2 2 2 at the top, and 1/29/6? Someone's initials, JMFM? I would have thought whoever put this filter on would just write the date the job was done. Anyone have any insights into what this might mean?
