Often random cops that let people out ( Which is alot practically in every server) do not vaalue their role because the power is so easily obtainable, it is so easy to get so they do not vaalue the responsibility that comes with it , it is given to them instantly, unlike the prisoners who have to devise a plan to a escape, have good communication and connectivity. They often end up being a way better team, they shoot better and way less betrayal happens, they even help their fellow trapped prisoners out. They had to put some sort of effort into where they got into, they could possibly be captured at any time. All of it gives them the enthusiasm to support their team.

Notice how the criminals on average put significantly more effort into the game and shooting the opposite team in comparison to the cops? The average criminal team 6/10 ( In my experience) If the cops do not have swat and are not skilled / unbothered to play ( Most of the time ) are losing to the criminals. There can definitely be skilled players on both sides, but often the people on the crim team dominate the cops as their players are more skilled. They also have a better sense of connection and being teammates, the criminals barely kill the prisoners, often at times they let them out and help them escape, and have a strong sense of teamwork and communication.
