(Multiple) Cracked Windows in Landmark 81 - HCMC Vietnam, is it normal ?

Hey everyone, not exactly a skyscraper expert just an enthusiast haha. Thought this might be the right sub to ask. I was at Landmark 81 in Saigon Vietnam / observatory and noticed multiple cracked laminate windows at the 81st floor. One panel was even missing the entire outside layer !
Is this normal in buildings of such height or a build problem ?

Any explanation appreciated !
