Babysitting two conures who are not being well kept

So for context, I'm not the direct babysitter. My roommate is. The birds are her bosses kids pets. He had asked me (I own the house) if we could watch the birds for a month while he visited his home country. I agreed although I didn't ask for details as I wasn't going to be in charge of them personally. They dropped the birds off while I was at work today, however I knew when I saw them that something was definitely wrong with the setup. There is a nanday conure and a dusky conure. The cage that they're in is abysmally small, 24"x24"x60". He gave us a cheap seed mix for their food and just asked us to change the food and water and that's it.

I don't really know what to do. I have the ability to upgrade the cage to something more appropriate, and I'd really like to do that, but I don't know how to handle that when it's not my bird. I did also read through the wiki and will be integrating fresh food into their diet while they are here. Do y'all have any advice on having a conversation with the owner about proper care? I don't really want to get my roommate in trouble or something by saying something as she really needs to keep her job, but I also can't stand these guys being treated like this
