I want a civilization that is the opposite of how Order of the Dragon works.

Instead of units that are twice as strong for twice the cost and twice the pop space, make a civ where units are half as strong for half the cost and give them 400 pop cap.

I'll even go one step further and suggest the Aztecs could be made like this. Their empire was very populated and their technology was not at the same level as their old world counter parts. This would give us a lore reason for gigantic armies of poorly equipped soldiers.
