Does anyone know what’s more important in a general sense?

I’ve tried gear that prioritises GA’s on willpower (and other things where possible) and gear that prioritises crit/vulnerable dmg, or even physical damage. It’s hard to tell how much difference it makes because it seems subtle, but that may be me just not paying close enough attention.

What’s the general consensus on what is more important?
