this vile invader!

Heyo! I found this community by accident while looking for what kind of plant my friend's neighbor was growing. Can anyone help me? I'm studying to be a biology teacher myself, but damn, this brat is hard to pin down, and I'm not the smartest one in the class!

I asked my friend to take some photos and collected some information that might help in the identification. First of all, the problems with the plant arose because it had become a clutter in the neighbor's garden, and my friend's grandmother has allergies, so the friend wants to contact the appropriate services so that they can take measures regarding the overgrowth. The plant blooms somewhere at the end of July (it starts), with “white umbrellas”. Reaches a height of at least 1.5 meters.

Location: Krasnodar, Krasnodar Krai, southern Russia. Humid subtropical climate, near the Black Sea coast.

Our theory is that it is "Sambucus ebulus", but I'm not sure.
