I got a good story I want to write mind guiding me to write it like I don't even know where to start

So I live in pune yesterday my brother got called form his boss about some important work he had to go ,so he called his friend to take him in rickshaw as his hand got fractured while going through ambedkar phata some people (mob) saw him yelled "Wadekar!! Wadekar!!" The they ran the rickshaw gone into some alley near his friends house ,these mob got into his friends house with gun and kyota 10-15 people ,from their they caught him took both of them to 13th floor abandoned building they beated my brother and his friend with rods ,(sallai) badly beaten them till morning they almost killed his friend tried to throw him from the 13th floor , at morning they kept him at the gunpoint called their boss(the mobs boss ) shoes his photo( my brother) then their boss told them he is the wrong person ,at gunpoint they told him not to go to the police otherwise they will ki\*\*our whole family

I want to ask what lawlessness is this they can catch anyone they want beat them however they want even kill them without no consequences ,

Also we are not going to police complaint we frankly got no trust in the police
