First time starting it today and it sounded like this, engine turns over but doesn’t run correctly. white smoke out of exhaust and smells like gas (video at end)

No dash lights

inside of air filter was wet but nothing up at the top by manifold, drove through semi high water for like 3 seconds the night before and am worried engine may be water logged or got damage from it. any ideas?

extra info i have a bash bar on my front bumper which makes if worse😭
