Not sure if I should keep pushing for better stats. Would you be happy with thus build, or does it need more work?

Hiyuki's snowforged stack generation is seriously flawed and it is costing all Hiyuki owners large amounts of dmg.
Currently Hiyuki can only access her full dmg 1 time every 3 rotations. I say this because it takes 3 full rotations. After Hiyuki's initial rotation to generate 3 snowforged blades. Which are utilized to maximize Hiyukis 2nd Liberation.
I hope this is an overlooked flaw that will be corrected. That is a pretty significant portion of dmg to miss out on for 75% of your rotations.
