Who would be the strongest champion with the "overload" augment if you could choose the ability to use it on (though no ults, and no Ryze/Zilean)?

The overload augment resets an ability whenever any other ability is used, like how Ryze Q works. I've had it on Renekton Q and Ahri Q (both reset on each cast of E/R for reference), and both were extremely strong and fun, but I'm wondering who you think would be the strongest, excluding Ryze/Zillean and any ultimate abilities. I know the usual answer for everything is Karthus, but I don't think Karthus W wins this one lol. I think Amumu Q could be pretty strong? Katarina should probably also be excluded because of her E reset, but might be harder to get off than Ryze/Zilean W.

TL;DW: Cheese strat idea where Anivia goes top with Neeko jungle, Anivia can manipulate the wave with her W to make the waves come in unpredictably, which should make Neeko ganks pretty impossible to suspect. I don't have friends so I can't test it, but I'd love to see someone try it. Obvious downside is that you're playing Anivia top lol, but with unavoidable spam ganks most matchups should be fine in theory (super tanks probably just build MR and ignore them though).
