Permit to Repair Home

I hope someone with knowledge of the Fairfax County permitting process can help me understand a situation. Some family friends, who are in their late 70's, had a tree fall on their home about a month ago. The tree crashed through their living room. Since then, they've had tarps on their house and I asked yesterday why they had not started repairs. I was informed that they were still waiting on permits from Fairfax County to begin construction. Is this correct? You have to get a permit to repair your home after storm/tree damage? This just seems insane to me. Genuinely hope someone can provide some insight.

Wait Times

Purchased an old Browning BAR off an auction and came to pick it up. Did my paperwork at 10am and still on delay. The auction house says nobody who has gotten put on delay today has been approved yet. They have stack of forms that has been growing since 8:30am. Wild.

I always get put on delay but I think the longest I ever waited before today was 30 minutes. Anyone else experiencing this?
