Please help, tried everything to fix my Plex Server

Hi there, I’ve been running a Plex server off an external hard drive on my Gaming PC for years and its worked great for local and remote access. Last week while viewing my media on my Nvidia shield and other devices in my house, the quality went to 720p or worse. I checked on my PC and it was also bad. Basically I determined that Plex had resorted to the Proxy Relay option because my local connection started failing and was limiting the Bandwith. I turned it off and now my computer plays the media at proper quality but nothing works on my network locally.

One weird thing I noticed is that the local Plex URL works fine on the actual server PC (192.168.x.x:32400/web), but other devices on the same Wi-Fi network either can’t connect to the server at all or load extremely slowly. I’ve spent around 3 hours trying everything. I use a Bell Giga Hub 2.0 Router.

- Disabled and re-enabled Plex Relay
- Uninstalled and Reinstalled Plex Media Server
- Verified Remote Access shows green/checkmark
- Turned Windows Firewall completely off
- Added inbound Plex TCP 32400 firewall rules manually (already had this)
- Deleted/re-added firewall rules multiple times
- Rebooted PC and router several times
- Port forwarded TCP 32400 on my Router
- Changed Windows network profile from Public to Private
- Tested playback directly in VLC and files are perfectly clear there
- Switched Plex transcoder from Automatic to RTX 4070 Ti hardware transcoding (did this before I found out that proxy relay was causing the quality issue)

If anyone has any suggestions I’d love some help.
