The Ultimate Goal is to find the Treasure. He never states that you need to solve the cipher to find the treasure. It’s a nod to the container and doesn’t get anyone closer. I’ve been on many side quest fortunately this wasn’t one of them. Then he clears the air and provides guidance and people are still angry. Besides the ability to go down a hole is a treasure itself.
